W. Joseph Starrs papers, 1895-1984

This collection contains materials from all of Mr. Starrs' working life, including the City of Detroit's Welfare Department, Homes Registration Bureau and, especially, Urban Renewal. There is also considerable information on historical preservation and many of Detroit's historic sites. The oldest item in the collection is in this section, with an historical booklet of Elmwood Cemetery, 1895 (Box 4:6).

W. Joseph Starts was horn in Detroit on November 27, 1907. A 1930 graduate of the University of Detroit, he did post-graduate work in government at U-D and Wayne State University. Mr Starrs began his more than forty-year career with the City of Detroit in 1931 as a Welfare Investigator. He later became head of Insurance and Property Division in Detroit's Welfare Department. In 1942 Mr. Starrs served on the Detroit Housing Commission, as Director of Homes Registration Bureau during World War II, ...
